It occurred to me that I still am not sure what the rules mean.
Here is the section on Morale, with verse numbers added. === 1 Whenever a unit takes wounds which brings it down
to half or less of its total size or tough value, then it
must take a morale test. 2 The unit takes a Quality
test and if failed it Wavers until the end of its next
activation. 3 Wavering units get -1 to hit in melee and
must spend their next activation idle. 4 Units that
strike back in melee only take tests if they caused
fewer wounds than their opponent or else only if
they took at least one wound. 5 If they fail a morale
test whilst down to half or less of their total size or
tough value, then they rout (remove unit from play). ===
Do units only take morale tests now when less than half, not just from doing fewer wounds than the enemy? That would make sense, since now it is easier to attack and not be attacked back.
Sentence 1 says units take a morale test when taking wounds to half or less of total size/tough value. Sentence 4 says units that strike back don't take tests if they "tied" or "won" the melee, or if they don't take wounds at all. (Is that redundant?)
If unit A charges unit B that strikes back, and A takes a wound that brings it to less than half, I assume it does take a morale test according to sentence 1. I don't see an exception for if A takes fewer wounds than it caused to B.
I see that currently the way things are worded it's not clear at all, and this is a result of me making constant small changes and trying to fit everything into a tiny space. In any case, I will definitely go back and re-work the morale test wording because it's clearly wrong.
The way morale tests work is fairly simple:
- If not in melee, take a morale test when down to half or less of the original size / tough value - If in melee, take a morale test only if you cause less wounds than the opponent

Here the current WIP wording that should hopefully be clearer:
"Whenever a unit takes wounds that bring it down to half or less of its total size or tough value (for units with a single model), it must take a morale test. Take one quality test and if failed it is Pinned until the end of its next activation. Pinned units get –1 to hit in melee and must stay idle. Units that fight in melee must only take a morale test if they caused fewer wounds than their opponent. If they fail a morale test from melee whilst down to half or less of their total size or tough value then they Rout (remove the unit), else they are Pinned."
In melee, do you take a morale test (when you cause fewer wounds AND you have are at half or less) or (when you cause fewer wounds)?
If the former has it always been this way? If so, I've been playing it wrong. I think it is the latter, because the last sentence would always be true.
I think this makes the one-melee-per-turn a bigger effect than I thought. Much easier to score fewer wounds in melee this way. It almost seems like there are two ways to "lose" a melee. One is to strikeback but cause fewer wounds, the other is to choose to or not be able to strikeback. It just doesn't sit well with me.
