I've been tinkering around with a World War 2 army list and it left me wondering: why does the Hold order not benefit shooting? Surely if a unit stays put and takes aim then their shots are more accurate? Or, to phrase it another way, why does Advance not penalise shooting?
This question is bound to have arisen before, so I was wondering what led to the rules being as they are now.
We want to keep the game as dynamic as possible, and so we don't want there to be rules that discourage movement. That's the reason why you don't get a bonus for not moving, we don't have a penalty for moving and shooting, there is no such thing as "heavy weapons" penalties, etc.
