what is the point of Heroes having Quality?
Skaven warlord has Under the leash skill that allow units to use his quality for Morale. but other than that, rule book dont mention what for it is.
I suggest: if hero join a unit, you can use hero Quality for morale check if hero is in a destroyed unit, make hero Quality roll to check if he get killed in battle.

Hero: Friendly units within 2" use this unit's quality value for morale tests.

Dark Elves
You have scrutiny spells listed twice, doing the same really. Spells suggest dark elves are from jungle. Land of Druchii is a frozen tundra, with lots of mountains. Not much vegetation there. Jungle Swarm - 10 attacks is a lot, from a single spell. SHield of old ones - dont fit at all. Who is old one? Khaine? god of murder? i dead sure he would not give regeneration to anyone.
Frenzy is a cool rule. COunter charge.
How to gain Deadly Poison? I think assasin type of hero is missing.
Witch Elves could have split armor 3/2 (melee/range). They are very good at fighting, should be able to parry some blows.
I love that Cold ones has worse Morale. It nicely depicts that they are hard to control.

It nicely depicts that they are hard to control. The Dark Elves are in first pass, so I haven't done their spells yet, I just threw the list in the Drive so a friend could try them out. The Assassin Heroes are actually on their way out; they aren't well balanced, result in you being down an activation, and lets your opponent just sit back and wait for them to come out. I'll be adding Independent to the some ambush units so you won't lose out on the activation and have a spend an abundance of orders to actually get the ambush to work. Oh, and the Skaven Warlord is 75pts; it was calculated correctly but I miss marked it on the starter list sheet.

im waiting for wood elves (how would Forest Lord mounted on Forest Dragon work? as a unit or hero? ... should be Green Dragon. Anyway similar options have other armies, i think the mounts are not clarified).
Dark Elves: supreme sorceress is wizard2 and cauldron grant +1 = +3 spell casting. Which means she can cast every spell on 2+. Soulsteal each turn sounds OP.

Pain can reduce attacks to 0?

Working on the wording for 'Monstrous Mount: If a hero is attached to this unit they are bound to it for the duration of the game. If the mount is destroyed, so is the hero.' The Cauldron adds +1 to the spell cast roll. Is, not finished. It's hard coming up with interesting spells that add to the feel of the army. And yes.
